Andrew Henderson - Founder & Principal

Andrew Henderson is a leading strategic policy specialist passionate about building the sustainability and prosperity of rural and regional Australia, highlighting its critical role in our economy and national security. He transforms complex policy frameworks into practical, real-world solutions.

As Principal of Agsecure, Andrew provides independent strategic advice to government, industry, and international organisations. His work focuses on where agricultural policy, food security, biosecurity, and Australia’s broader strategic interests meet.

Andrew is a Senior Fellow at the Australian Strategic Policy Institute, where he contributes to the policy discourse on national security and agricultural and national resilience. He influences policy at the highest levels while keeping his focus on practical implementation and real-world outcomes.

As a non-executive director of both End Food Waste Australia and Sheep Producers Australia, Andrew brings strategic leadership to organisations tackling critical challenges in food systems and agricultural production. His governance experience covers key areas of food waste reduction, sustainable agriculture, and livestock industry development, enhanced by a deep insight into how agricultural businesses actually work.

Andrew has extensive experience as an independent chair and member of several national policy and implementation committees focused on traceability and biosecurity systems, research and development, service delivery, food safety, and regulatory systems. His collaborative approach to complex multi-stakeholder environments has consistently delivered breakthrough solutions where traditional approaches haven’t worked.

Dr John Coyne - Strategic Adviser

Dr John Coyne is a strategic adviser specialising in national security, business resilience and complex system risk. He works with boards and executive teams to navigate increasingly contested operating environments, where geopolitical pressure, supply chain fragility and regulatory disruption intersect.

John brings more than 25 years of experience across military, law enforcement, intelligence and regulatory domains, complemented by 11 years working within a leading policy think tank where he has led major programs and centres that shape national policy and solve real-world problems. His career spans tactical, operational and strategic roles, providing him with a practical understanding of how risk emerges, cascades and impacts organisational performance under pressure.

He currently serves as Director of the National Security Program at the Australian Strategic Policy Institute, where he leads multidisciplinary research focused on national resilience, sovereign capability and economic security. As the inaugural head of both the National Security Program and the Northern Australia Strategic Policy Centre, he has shaped national policy debates on critical infrastructure, supply chains and the strategic role of Northern Australia.

John’s advisory work focuses on identifying systemic vulnerabilities—particularly in environments where market signals fail, time constraints compress decision-making, and commercial responses cannot adequately mitigate risk. He provides clear, decision-ready frameworks that translate strategic uncertainty into actionable priorities, enabling organisations to build resilience, maintain continuity and position for long-term advantage.

He is an award-winning author and recognised policy leader, and has been a Winston Churchill Fellow and a Vincent Fairfax Fellow. He contributes to global policy discussions through his role with the Global Initiative Against Transnational Organized Crime and through ongoing engagement with government, industry and international partners
